W. P. Bryan (seated) was manager of the Irwinville Farms project, well-respected for his money-saving barn designs. (Daniel Waters is pictured to his left and J. B. Pope to his right). Under his supervision, the federal government saved thousands of dollars by adopting some of his ideas.  It’s hard to imagine any bureaucrat today even going to the trouble to save the government money, let alone implementing such a plan.
